To the Editor: After spending several years on our institutional review board, I am very sympathetic to Lucy Candib ("How Turning a QI Project into 'Research' Almost Sank a Great Program," Jan-Feb 2007). The tasks required to gain IRB approval can be daunting and in her case were absurd. I think that many of the problems she faced have cultural roots. Scientists are biased toward considering research generally good, desirable, and an ordinary part of life. The literature they read confirms these prejudices. In fact, scientists tend to view every decision as a kind of research question--even "I think I will exercise and see what happens." On the other hand, the people who write regulations come from a culture more suspicious of human motives and more Hobbsian. The research literature they cite is biased toward studies with moral flaws and bad outcomes. For them, research is mostly done in the library--experiments on real people are exceptional activities.
